Current state of minimum scores

In 2026, all three Belgian regions impose minimum EPC scores for the letting of residential dwellings:

The minimum score is a letting threshold: it applies when signing a new lease. An existing lease continues until its term even if the property is below the threshold.

A landlord who lets a property below the minimum score is exposed to fines and the legal inability to sign a new lease. The EPC certificate must prove the threshold is met.

Irreversible trend

Thresholds only go up. No region has ever relaxed an adopted EPC threshold. Investing in energy improvement today means anticipating obligations that will become increasingly strict.

How to check your property’s compliance

Step 1: Find your EPC certificate. Available on regional portals: Brussels Environment, SPW Energie Wallonia, Woningpas on the Vlaamse overheid portal.

Step 2: Check validity. The certificate is valid for 10 years. An expired certificate must be renewed before any letting.

Step 3: Compare to the current threshold. If your score is above the current threshold, you are compliant. Also check the next deadline threshold to anticipate.

Step 4: Assess the impact on indexation. Even if your score is above the letting threshold, it may limit rent indexation. An E-rated property in Brussels can let but only indexes at 50 %.

How to act if your property is below the threshold

If your property is rated G or F (depending on the region), action is urgent:

  1. Energy audit: identify the most effective works. Insulation is almost always the priority.
  2. Grant application: apply for regional aids before (Brussels) or after (Flanders) works.
  3. Works execution: plan between tenants if possible, or coordinate with the sitting tenant.
  4. New EPC certificate: have the property certified after works to prove compliance.

If your property is compliant but close to the threshold, plan works for the next deadline. Works costs increase as deadlines approach (high demand, contractor delays).
