Wallonia regulates building energy performance through the Decree of 28 November 2013 on energy performance and its implementing decrees. The Climate Decree of 16 November 2023 strengthened obligations with a binding timeline.

Every property let in Wallonia must have a valid EPC certificate (10 years). The certificate is issued by a certified assessor approved by SPW Energie (Service Public de Wallonie).

Wallonia differs from the other regions in two respects:

Mandatory housing audit

In Wallonia, the housing audit (PAE2020) is mandatory to access the most generous grants. This in-depth audit identifies priority works and their EPC impact. It is partially subsidised (up to EUR 600 grant).

Renopack (zero-interest loan)

The Renopack is a zero-interest loan managed by the Walloon Social Credit Company (SWCS):

Practical steps for the Walloon landlord

1. Check your EPC certificate. Visit the SPW Energie portal to find your property’s certificate. If it is expired or missing, have it issued.

2. Compare against the current threshold. If consumption exceeds 600 kWh/sqm per year, works are urgent. Between 450 and 600, you have until 2030.

3. Commission a housing audit. The PAE2020 is the key to accessing the most generous grants. It also identifies the most effective works to improve the EPC score.

4. Plan works. Prioritise roof insulation and glazing replacement. If your property also requires a rental permit, coordinate both processes.

5. Apply for grants and Renopack. Combine both to minimise net investment.
