EPC in Wallonia: regulations and timeline
EPC regulations in Wallonia: obligations, timeline and sanctions for landlords.
The legal framework of EPC in Wallonia
Wallonia regulates building energy performance through the Decree of 28 November 2013 on energy performance and its implementing decrees. The Climate Decree of 16 November 2023 strengthened obligations with a binding timeline.
Every property let in Wallonia must have a valid EPC certificate (10 years). The certificate is issued by a certified assessor approved by SPW Energie (Service Public de Wallonie).
Wallonia differs from the other regions in two respects:
| Specificity | Description |
|---|---|
| Rental permit | Mandatory for certain dwellings (< 28 sqm, collective) |
| Thresholds in kWh/sqm per year | Thresholds are expressed as specific consumption, not labels |
The EPC score must appear in every rental listing and be annexed to the lease.
Timeline of minimum scores in Wallonia
| Deadline | Max threshold (kWh/sqm per year) | Equivalent label | Consequence |
|---|---|---|---|
| 2025 | 600 | G+ banned | Extreme energy sieves banned |
| 2030 | 450 | F banned | Energy sieves banned |
| 2035 | 350 | E banned | D minimum score |
| 2040 | 250 | D banned | C minimum score |
| 2050 | 85 | A target | Carbon neutrality |
Rent indexation is also conditional on the EPC score:
| EPC score | Indexation allowed |
|---|---|
| A to D | 100 % |
| E | 75 % |
| F or G | 0 % — prohibited |
In Wallonia, the housing audit (PAE2020) is mandatory to access the most generous grants. This in-depth audit identifies priority works and their EPC impact. It is partially subsidised (up to EUR 600 grant).

Practical steps for the Walloon landlord
1. Check your EPC certificate. Visit the SPW Energie portal to find your property’s certificate. If it is expired or missing, have it issued.
2. Compare against the current threshold. If consumption exceeds 600 kWh/sqm per year, works are urgent. Between 450 and 600, you have until 2030.
3. Commission a housing audit. The PAE2020 is the key to accessing the most generous grants. It also identifies the most effective works to improve the EPC score.
4. Plan works. Prioritise roof insulation and glazing replacement. If your property also requires a rental permit, coordinate both processes.
5. Apply for grants and Renopack. Combine both to minimise net investment.
For rules in other regions: EPC in Brussels and EPC in Flanders.
A rental management software centralises EPC certificates, rental permits and deadlines for your Walloon properties.
