In Belgium, insulation obligations for rental properties are linked to EPC (Energy Performance of Buildings) standards and regional habitability criteria.

The landlord has the obligation to deliver a dwelling without excessive humidity or abnormal draughts. Deficient insulation can constitute a habitability defect.

Priority order

Roof insulation is the number one priority (best cost-to-efficiency ratio). Then walls, followed by windows and finally floors.

Rent revision after works

After significant insulation works improving the EPC:

  • The landlord may request a rent revision
  • Revision is possible at the end of each three-year period
  • The increase must be proportional to the improvement
  • In case of disagreement, the justice of the peace decides
