Access conditions for social housing

Social housing in Belgium is managed by public housing companies (SLSP/SHM) under regional supervision. Access conditions vary by Region but share common criteria.

The social housing lease

The social lease follows a specific regime distinct from the standard residential lease. The main differences:

The social tenant has additional obligations: declare income annually, report any change in household composition, and actually occupy the property.

Social rent calculation

Social rent is proportional to household income. It is calculated according to a regional formula that takes into account:

  1. Net taxable income of the household (year N-2)
  2. Household size (number of dependants)
  3. Area of the allocated property
  4. Base rent set by the SLSP/SHM for each property

The rent is generally between 15 and 25% of the household’s net income. It is revised each year based on the tax return.

Annual revision

The social tenant must provide their tax assessment notice to the SLSP/SHM each year. Refusal to communicate income results in a maximum rent (market rent).

Specificities by Region

Brussels (SLRB)

Brussels-Capital Region Housing Company. Manages 40,000 properties. Centralised registration. Average wait: 10 years. Priorities: homeless, victims of violence, disability.

Wallonia (SWL)

Walloon Housing Company. Manages 100,000+ properties. Registration with the local SLSP. Average wait: 3-7 years. The rental permit does not apply to social housing.

Flanders (VMSW)

Vlaamse Maatschappij voor Sociaal Wonen. Manages 150,000+ properties. Registration via the central register (woonmaatschappij). Average wait: 3-5 years. Dutch language requirement.
