What is the Energy Performance Certificate
The EPC rates properties from A (excellent energy performance) to G (poor). It is mandatory for all rentals in Belgium. Poor labels (E, F, G) can limit or freeze rent indexation depending on the region. The EPC also affects property value and tenant attraction.
The EPC evaluates a property’s energy performance based on:
- Insulation quality: roof, walls, windows, floors
- Heating system: type, age, efficiency
- Hot water production: system type and efficiency
- Ventilation: natural or mechanical
- Renewable energy: solar panels, heat pumps
The result is expressed as a label from A (best) to G (worst) and a primary energy consumption value in kWh/m2/year.
Impact on rent and indexation
The EPC affects rental properties in three ways:
1. Indexation restrictions: properties with poor labels face limited or frozen indexation.
2. Property attractiveness: tenants increasingly consider energy costs when choosing a property. A good EPC label can justify a higher rent and reduce vacancy.
3. Property value: energy-efficient properties command higher sale and rental prices. The gap is widening as energy costs rise.

View the EPC not just as a regulatory requirement but as an investment tool. Improving from F to C can unlock full indexation rights, attract better tenants and increase property value — often paying for itself within 5-7 years.
Improving your EPC label
The most cost-effective renovations to improve your EPC:
- Roof insulation: often the single most impactful improvement
- Window replacement: double to triple glazing
- Wall insulation: exterior or cavity insulation
- Heating system: replace old boilers with condensing boilers or heat pumps
- Solar panels: reduce primary energy consumption
Regional subsidies are available for most of these renovations, significantly reducing the net cost.
Regional specifics
Brussels-Capital Region
Under the Ordinance of 27 July 2017, the EPC is managed by Bruxelles Environnement. Brussels has the strictest indexation restrictions based on EPC labels.
Wallonia
The Decree of 15 March 2018 applies EPC requirements managed by the SPW Energie. Similar indexation restrictions apply.
Flanders
The Flemish Housing Rental Decree of 9 November 2018 requires the EPC (called EPC in Flanders) managed by VEKA. Restrictions are less severe (only E and F affected).
