EPC certificate and renting in the Walloon Region: obligations and impact.

EPC obligations for landlords in Wallonia

In Wallonia, the landlord has three main EPC obligations:

  1. Hold a valid EPC certificate before publishing the rental listing
  2. Display the EPC score in every advertisement (score + consumption in kWh/sqm per year)
  3. Annex the certificate to the lease upon signing

The certificate is issued by a certified assessor approved by SPW Energie. It is valid for 10 years. The cost ranges from EUR 150 to 350 depending on the property size.

Wallonia has a specificity: the rental permit is mandatory for certain dwellings (< 28 sqm, collective housing). This is a separate obligation from the EPC.

Non-compliance with the EPC obligation exposes the landlord to fines of EUR 250 to 25,000. The SPW is the competent supervisory authority.

Financial aids in Wallonia

Habitation grants

Habitation grants are the main mechanism in Wallonia. They cover insulation, heating and ventilation. A housing audit (PAE2020) is required for the highest amounts.

Renopack

The Renopack is a zero-interest loan (up to EUR 60,000, 5 to 30 years) for energy renovation works. It is available to landlords and can be combined with Habitation grants.

Tax deductions

In practice: what to do now

Your property exceeds 600 kWh/sqm per year: urgent action. Works are necessary to continue letting. Start with a housing audit and prioritise roof insulation.

Your property is between 450 and 600 kWh/sqm per year: plan ahead for 2030. Schedule works over the coming years to avoid urgency. Indexation is already frozen.

Your property is between 350 and 450 kWh/sqm per year: you have until 2035. Indexation is limited to 75 % if rated E. Investing now improves your yield immediately.

Your property is below 350 kWh/sqm per year: you are compliant until 2040. Check the certificate validity and keep it in your documents.
