Boiler maintenance: who pays and how often
Boiler maintenance in rental properties in Belgium. Mandatory frequency, cost allocation between landlord and tenant, and penalties.
Mandatory frequency by Region
Boiler maintenance is compulsory in Belgium. The frequency varies depending on the fuel type and the Region.
Frequency table
| Type of boiler | Brussels | Wallonia | Flanders |
|---|---|---|---|
| Natural gas | Every 2 years | Every 2 years | Every 2 years |
| Oil (fuel) | Every year | Every year | Every year |
| Wood/pellets | Every year | Every year | Every year |
| Heat pump | As per manufacturer | As per manufacturer | As per manufacturer |
Failure to comply with these frequencies exposes the parties to fines and loss of warranty in case of damage. For energy aspects, see our guide on the EPC.
Cost allocation
What the tenant pays
| Intervention | Paid by |
|---|---|
| Annual/biennial maintenance | Tenant |
| Burner cleaning | Tenant |
| Combustion adjustment | Tenant |
| Replacement of wear parts | Tenant |
| Chimney sweeping | Tenant |
What the landlord pays
| Intervention | Paid by |
|---|---|
| Boiler replacement | Landlord |

The cost of routine maintenance ranges from 100 to 200 EUR depending on the boiler type. For the full breakdown of charges, see our guide on rights and obligations.
Maintenance certificate
Certificate contents
After each maintenance, the technician issues a certificate including:
- Date of the intervention
- Type and brand of the boiler
- Combustion analysis results
- General condition of the installation
- Any recommendations
Retention
| Document | Retention period | Who keeps it |
|---|---|---|
| Maintenance certificate | Throughout the tenancy | Tenant (copy to landlord) |
| Compliance report | Indefinitely | Landlord |
| Maintenance invoices | 5 years minimum | Tenant |
The tenant must forward a copy of the maintenance certificate to the landlord. At the end of the lease, the absence of a certificate may justify a deduction from the rental deposit.
Practical tips
For the tenant
- Schedule maintenance at the start of the heating season (September-October)
- Use a certified technician (list on the regional website)
- Keep all certificates
- Report any anomaly to the landlord immediately
For the landlord
- Include a mandatory maintenance clause in the lease
- Request a copy of the certificate each year
- Plan boiler replacement if it is more than 15-20 years old
- Check compliance during the property inventory
Replacement cost
Replacing a boiler costs between 3,000 and 8,000 EUR depending on the type. This is a major repair at the landlord’s expense. For tax aspects, see our guide on rental taxation.
