Specificities of property tax in Flanders

Property tax in Flanders (onroerende voorheffing) has a major specificity: it is managed by the Flemish Region via the Vlaamse Belastingdienst (VLABEL), not by the federal FPS Finance.

This regionalisation, effective since 2015, means payment, dispute and reduction procedures differ from Brussels and Wallonia.

For a French-speaking owner with a property in Flanders, communications are in Dutch. The tax assessment notice (aanslagbiljet) generally arrives in the first quarter, earlier than in Brussels or Wallonia.

Calculation in Flanders

The formula is identical to the other regions: cadastral income x indexation coefficient x 1.25 % x (1 + surcharges). However, provincial surcharges in Flanders are generally lower than in Brussels.

Municipal surcharges vary significantly. Some Flemish municipalities apply high rates that impact net rental yield. Always check the actual property tax for the specific municipality when calculating investment profitability.

In Flanders, the unproductive property reduction requires a longer vacancy period (12 months vs 180 days in Brussels/Wallonia).

Payment and dispute

The tax assessment notice arrives in Q1 (January to March). Payment is due within 2 months. Disputes must be addressed to VLABEL (not FPS Finance) within 6 months.

For a French-speaking landlord, dealing with VLABEL requires Dutch correspondence. Consider engaging a Dutch-speaking accountant or tax advisor for properties in Flanders.
