Current EPC requirements in Flanders
Since 1 January 2023, rental properties in Flanders must have at least EPC label E. The requirement tightens progressively: D by 2030, C by 2035, B by 2040, and A by 2050. Non-compliant properties face fines and may not be legally rented out.
Progressive timeline:
| Deadline | Minimum EPC label | Approximate kWh/m2/year |
|---|---|---|
| 2023 (current) | E | Below 500 kWh/m2 |
| 2030 | D | Below 400 kWh/m2 |
| 2035 | C | Below 300 kWh/m2 |
| 2040 | B | Below 200 kWh/m2 |
| 2050 | A | Below 100 kWh/m2 |
Consequences of non-compliance
Landlords who rent out properties that do not meet the minimum EPC requirement risk: administrative fines (up to 5,000 EUR per infraction), inability to legally rent the property, and potential tenant claims for rent reduction.
What landlords should do now:
- Check your current EPC: request or renew your EPC certificate
- Assess renovation needs: identify which improvements are needed to meet the next target
- Plan and budget: energy renovation can be costly — start planning now for 2030 targets
- Apply for premiums: the Mijn VerbouwPremie offers substantial financial support
- Hire qualified professionals: ensure renovations are done by certified contractors
The 2030 deadline (EPC D) is approaching. Properties currently at EPC E will need improvements within the next few years. Common upgrades include roof insulation, double/triple glazing, and heating system replacement.
Renovation support and premiums
Flanders offers comprehensive financial support for energy renovation:
- Mijn VerbouwPremie: grants for insulation, heating, windows. Amounts depend on income and property category
- Total renovation bonus: additional premium for combined renovation works
- Energy loans: favourable-rate loans through Energiehuis
- Tax incentives: federal tax reduction for certain works (roof insulation)
- Local premiums: some municipalities offer additional grants
Priority renovations for maximum EPC improvement:
| Renovation | Impact on EPC | Typical cost |
|---|---|---|
| Roof insulation | Very high | 30-80 EUR/m2 |
| Cavity wall insulation | High | 20-40 EUR/m2 |
| Window replacement | Medium-high | 300-800 EUR per window |
| Heating replacement (heat pump) | High | 8,000-15,000 EUR |
| Solar panels | Medium | 5,000-10,000 EUR |
Regional specificities
Flemish Region
The Flemish Energy and Climate Agency (VEKA) administers the EPC requirements. The Vlaams Woninghuurdecreet integrates EPC requirements into housing quality standards. The Mijn VerbouwPremie centralises all renovation premiums.
Comparison with other regions
Flanders has the most advanced EPC schedule. Brussels is implementing progressive targets under RENOLUTION. Wallonia is still developing its framework. The Flemish approach serves as a reference for the other regions.
